Adds a new cross-test TestVariation entry to run tests with the static registrar enabled, aligning with the existing “static-registrar-*” variations used across the test infrastructure.
Changes:
- Introduce a
static-registrartest variation in the common test variations list. - Apply
Registrar=staticwhen thestatic-registrarvariation is selected.
